Is it ok to to take the piss out of a really dumb country?

I aint saying which God dern god damn country it is (pffft, kerching) that was me spatting me chaw in the spitton. But is it ok to make a mockery of a country thats so dumb they think the state capitol is the first letter of the state they live in?
