Is it legal to modify (Hasbro) Nerf Guns?

I have not modified any of my own, (Big Bad Bow {$20 target exclusive}, Maverick Rev-6, Scout ix3 {the pistol from the "unity power system") and want to know if it's legal before I do anything. After all, all the nerf guns say "Do not modify darts or dart blaster."
