Will my sims get married? The Sims 2?

My neighbor had a X with a lightning bolt on it. Now, there is no lighting bolt but a Friend sign and a crush sign. I have another neighbor that has a lighting bolt but same thing as my other neighbor. I want to marry the one without the lightning bolt. How do i know when to propose? Oh and we have been on 1 date gotten up to the 1 below dream date. We kiss and stuff but not Woo-Hoo.
