IYHO, was FDR correct about public servant unionization?

I think unions like the teamsters and carpenters should replace government unions. The provide the health care and pensions of there members. The over taxed tax payer shouldn't be responsible for government employees after they retire. To better solve the problem would be to retire them on sos and medicare.
